I don’t feel like it’s an oil cleanser. My skin is very clean after though. The consistency is very thick and luxurious if you apply without water. Once you add water it makes a rich foam and cleanses thoroughly. However, I don’t feel like it helps as much with blackheads as a true oil cleanser.
